Developer Comments: Orisa’s Overheat build was underperforming, especially when it came to holding the line against aggressive pushes. It lacked the punch needed to deter advancing enemies or force them to reposition. This buff aims to bolster her ability to apply pressure and make her presence more threatening when anchoring space.

Developer Comments: We've observed many scenarios where it feels like Orisa can become invincible. In combination with some of her other powers and items, we felt that Restorify was healing too much.
Solar Regenergy was too efficient for its cost, so we’re tuning it back to be more in line with items of similar cost.

Developer Comment: Although Orisa's effectiveness dropped off further than expected, the removal of the Fortify heat reduction mechanic has had positive effects on gameplay by making her ammo resource more meaningful. We're keeping that change while walking back some of the armor health loss. We also think her Terra Surge ultimate ability could be more effective so it now pulls enemies in from a further distance but the damage range hasn't changed so it won't be harder to get out of the area.
Developer Comment: We still don't want Orisa to easily chase enemies down while Fortified since there's not much you can do to fight back during that time, so while we're not removing the movement speed penalty entirely, we are lowering it to a point where it will feel much better for Orisa to use.
Developer Comment: Orisa is still underperforming so we're increasing the impact damage of Energy Javelin to better reward accuracy with the ability.
Developer Comments: The Fortify and Javelin Spin abilities were weakened further than necessary when Orisa was overly dominant. She has not been performing well since then but in this patch where we're broadly adjusting how impactful the role is. So, there is room again to return some of Fortify's effectiveness.
Developer Comments: Orisa's survivability was reduced more than necessary in her last round of changes so we're partially reverting the cooldown increase to Javelin Spin.
Developer Comments: Efi has made some changes to Orisa’s technology inspired by a completely hypothetical scenario where a certain archer rides her into battle.
Added the hero-specific option:
Developer Comment: The Fortify cooldown has been adjusted so that the effective uptime remains the same. However, Orisa is no longer incentivized to cancel the ability early to begin the cooldown immediately, which makes the interval between uses consistent and more susceptible to counterplay.
Developer Comment: Fortify is sometimes weaker now due to the change to how armor damage reduction and ability damage reduction interact. Activating Fortify while Orisa has armor health remaining will hit the damage reduction cap and result in lower effective health than before, so we are increasing the amount of overhealth it grants. In addition, we are increasing the Fusion Driver’s effective range so Orisa can deal a little more damage before engaging at close quarters.
Developer Comments: We are increasing the effectiveness of Fortify to make Orisa a stronger counter against team compositions that lean on crowd control.
Terra Surge can now be activated by pressing the Ultimate button again
Added the Hero-Specific Options:
Developer Comment: Terra Surge is a channeled ultimate which cannot be interrupted by most abilities, as it gains the same effects as Fortify. While this makes sense for stuns, Sombra's Hack interrupt shouldn't be negated and now correctly cancels Terra Surge.
